
Navigating Rockwall’s 2026 Utility Rates: What Residents Need to Know
Starting January 1, 2026, the City of Rockwall has implemented updated utility rates and service structures to address rising operational costs and regional standards. Whether you are a long-term resident or new to the area, understanding these changes is essential for managing your monthly household budget.
New Garbage and Recycling Services
One of the most significant shifts this year is the transition in solid waste collection. To align with regional standards and manage a 17% cost increase from Republic Services, residential trash and recycling pickup has moved to a once-per-week schedule.
Key garbage service details include:
- Monthly Residential Rate: The base fee for once-per-week garbage and recycling, plus twice-per-month bulk pickup, is $25.00.
- Bulk Limits: Residents are limited to 9 cubic yards per pickup, though the city will offer two “bonus” months per year where the limit increases to 10 yards.
- Extra Carts: If one polycart isn’t enough, additional rentals are available for $5.00 per month.
- Senior Discount: Residents aged 65 and older are eligible for a $1.00 monthly discount. To receive this, eligible residents may need to notify the city, as the tax freeze status is handled by the Central Appraisal District and not always automatically linked to utility accounts.
Water and Wastewater Rate Adjustments
The City Council periodically adjusts water and sewer rates to maintain operations, pay debt service on major projects, and keep a 60-day reserve for emergencies. This year, water rates saw a 7.5% adjustment primarily driven by the “member rate” charged by the North Texas Municipal Water District (NTMWD).
For a standard residential 0.75-inch meter, the new monthly minimums are:
- Water: $27.30.
- Wastewater: $29.90.
- Combined Minimum: Residents can expect a base minimum bill of $57.20 before consumption charges or other fees.
