
The City of Greenville, Texas, is moving forward with significant legislative updates and infrastructure projects designed to support its rapid growth while maintaining public safety and community character. The recent sessions held between January and March 2026 highlight a strategic focus on modernizing municipal ordinances, expanding recreational facilities, and securing critical water infrastructure.
New Regulations for Publicly Owned Parking Facilities
On March 24, 2026, the City Council approved an amendment to Chapter 18 of the Code of Ordinances, adding Article 18.13 to regulate the use of publicly owned parking lots. This new regulation specifies that city-owned facilities, such as those at the Municipal Building, Greenville SportsPark, and the Reecy Davis Sr. Recreation Center, are intended strictly for temporary vehicular parking.
The ordinance prohibits the unauthorized installation of signs, banners, structures, or mechanical equipment like cranes and lifts on city property. These measures were introduced to ensure safe ingress and egress, prevent visual distractions for motorists, and preserve parking availability for citizens during high-volume periods like elections and community festivals.
Securing Greenville’s Water Future
Infrastructure remains a top priority as the city prepares for an influx of approximately 4,300 new residential units and increased industrial demand. To meet these needs, the Council has authorized several key initiatives:
- North Water Treatment Plant Security: The city awarded a contract to Oakes Construction to install new wrought iron fencing and gates at the North WTP and various pump stations. This project addresses minor TCEQ violations and hardens security for the city’s drinking water system.
- Wastewater System Master Plan: Bartlett and West, Inc. has been commissioned to develop a comprehensive Wastewater System Master Plan. This 14-month project will include hydraulic modeling and growth projections to ensure the collection system can support long-term development.
- Lead and Copper Rule Compliance: The city is partnering with 120Water to manage the Lead and Copper Rule Improvement (LCRI) program, which includes a digitized service line inventory and annual public notifications.
Expanding Quality of Life: SportsPark & Trails
Construction of the voter-approved SportsPark Recreation Center is entering its final stages. The Council recently authorized a $390,540.66 agreement with Tangram Interiors for the purchase and installation of furniture for the new multi-generational facility. Furthermore, a Memorandum of Understanding with Hunt Memorial Hospital District was approved for 5,039 square feet of tenant space within the center for physical therapy and healthcare services, introducing a new revenue stream for the city.
Parallel to facility growth, the city is advancing its Trails and Bikeways Master Plan. A mid-point briefing presented in March 2026 outlined future connectivity goals for Greenville’s outdoor spaces. To support this, the city authorized the acquisition of approximately 17 acres of land to facilitate utility installations and future trail development.
Public Safety & Community Recognition
Greenville continues to innovate in public safety with the implementation of a Drone as First Responder (DFR) program. This program, utilizing Motorola and BRINC drone technology, allows the Police Department to deploy aerial support to high-priority calls ahead of ground units, significantly improving situational awareness and officer safety. Additionally, the Greenville Police Department successfully renewed its accreditation with the Texas Police Chiefs Association Foundation, affirming its commitment to statewide best practices.
Finally, the city celebrated the 135th Anniversary of GEUS, the oldest municipally owned electric utility in Texas, recognizing over a century of local control and dependable service to the community.
