Building a Brighter Future: A Roadmap for Nevada’s Growth in 2026

The City of Nevada is at a pivotal crossroads, balancing its cherished rural character with the inevitable demands of rapid regional growth. Throughout late 2025 and early 2026, the City Council and Planning & Zoning (P&Z) Commission have been working diligently on a strategic roadmap to ensure that infrastructure, safety, and community services keep pace with this expansion.

Investing in Infrastructure: Roads and Drainage

Infrastructure remains the top priority for both city leadership and residents. The city has partnered with Hayter Engineering to update the 2025 Roadway Capital Improvement Plan (CIP) and Impact Fee schedules. These updates are essential for ensuring that new developments pay their fair share of the infrastructure they necessitate.

Key projects currently in motion include:

  • Downtown Drainage Improvements (Phase 2): Construction is moving forward to manage runoff along Slatting and Eve Streets.
  • Street Repairs: Contracts were awarded for significant repairs on South Street and County Road 589, with work scheduled to begin in March 2026.
  • Eugene Lane Reconstruction: The city is currently negotiating a multi-year payment plan with Collin County to address the long-standing maintenance needs of this critical thoroughfare.

Managing Residential Development

Nevada is seeing significant interest from developers, most notably the Greenwood MUD District No. 1. This project encompasses approximately 148.67 acres and is planned to include 451 residential lots. The preliminary plat was approved in early 2026, subject to specific conditions regarding the proposed Collin County Outer Loop.

Additionally, the city is updating its zoning ordinances to comply with Texas Senate Bill No. 785. This state law requires all municipalities to permit HUD-code manufactured housing in at least one residential district. The P&Z Commission has recommended designating the Single Family (SF-1/4/12) district to accommodate this requirement.

Governance and Community Leadership

The city’s leadership is seeing both continuity and fresh perspectives. The May 2, 2026, General Election was cancelled because the incumbents—Mayor Donald Deering and Council Members Mike Laye and Paul Baker—were unopposed, saving the city election costs while ensuring stable governance.

New volunteers have also stepped up to serve on vital committees:

  • Noah Samuel was sworn in as a Director for the Economic Development Corporation (EDC).
  • Anthony “Tony” Moschella, a professional engineer, was recommended for appointment to the Planning & Zoning Commission to help guide “slower, wiser growth”.

Listening to Our Residents

The results of the 2025 Resident Survey provided a clear mandate for the city’s strategic goals. While 57.6% of respondents rated their quality of life as “Good,” the feedback highlighted a strong desire for better road conditions and the recruitment of essential businesses like a grocery store or a local restaurant. Residents also voiced strong support for maintaining Nevada’s “small-town feel” and large one-acre lot minimums.

Looking Ahead: Strategic Initiatives

As we move through 2026, the city is launching several quality-of-life initiatives discussed during the Q1 Strategy Meeting:

  • “Keep Nevada Beautiful” Program: A new initiative aimed at community beautification and property maintenance.
  • Emergency Warning Systems: The council is evaluating proposals for a new Tornado Siren system to enhance public safety during severe weather.
  • Grant Writing: To fund these ambitious projects without overburdening taxpayers, the city is exploring professional grant writing services to secure state and federal infrastructure funds.
